R_{1} = 0.5Ω

V = 120 V

, resistance

R_{2} = 15.5Ω

Effective voltage

V^{^{'}} = V - E = 112 V

I = \frac{V ^{^{'}}}{R _{1} + R _{2}} = 7 A

Voltage across

R_{1} = I R_{1} = 3.5 V

Terminal voltage

= 8 + 3.5 = 11.5 V

Series resistor in the charging circuit limits the current drawn from the external source.
