Is plate tectonics a quantitative theory?

Plate tectonics is a theory that describes how the earth's plates move and interact with each other. However, despite our good comprehension of how it works in a general sense, plate tectonics is still considered a qualitative theory rather than a quantitative one. This is because, unlike in astronomy where we have a very good qualitative and quantitative model of planetary motion, we do not have a comparable model for plate tectonics. Having a quantitative model would enable us to make exact predictions about features such as plate motion, as well as to forecast volcanic eruptions and earthquakes. At present, such predictions, which would help reduce the potential damage caused by natural disasters, are very difficult to make, if not impossible. As such, while plate tectonic theory is a useful way of understanding the movement of the earth's crust, it still needs further development to become more precise.
