A sensory receptor produces a generator potential. If this generator potential reaches threshold, a nerve impulse is triggered and propagated. Ipsilateral means on the same side. Contralateral means on opposing/opposite sides. Therefore, in a contralateral reflex, the sensory and the motor neurons are on opposite sides of the spinal cord.
