A membrane potential of -60 mV is closer to threshold (-55 mV) than is -70 mV. At -60 mV it is easier for the membrane to generate an action potential (AP). As the membrane potential falls from -70 mV to -80 mV and below ( -90 mV, -100 mV), the neuron becomes more greatly hyperpolarized. It is very difficult for a hyperpolarized neuron to generate an action potential (AP).
