The axonal membrane of the neuron is more permeable to potassium ions () and nearly impermeable to sodium ions (). In a resting state neuron does not conduct any impulse. In the resting state the period during which a neuron is not conducting the fluids outside the cell membrane carry a relatively high positive charge. The fluids inside the cell membrane carry a less positive, or relatively negative, charge.
