With three as the thousand's digits, there will be options for hundredth place, options for ten's place and 1 for one's place since repetition is not allowed.

Similarly for numbers starting with .
So till now , -digits numbers have been counted.
Also similarly there are , -digit numbers starting with .
The last number out of them will have at hundred's place, at ten's place and at unit's place.
Hence is at 18th position.
