A number greater than a million has places, and thus all the given digits are to be used. 
But is repeated twice and is repeated thrice.
Total number of ways of arranging these digits amongst themselves 
But numbers beginning with zero are no more seven digits numbers
Thus, we have to reject those numbers which begin with zero and such numbers are 
Hence, the required number of arrangements
